Assignment Title: REVIEW OF DESIGNS AND CONSTRUCTION SUPERVISION OF SMALL TOWN PIPE WATER SUPPLY SCHEMES IN THE NORTHERN REGION

The COMMUNITY WATER AND SANITATION AGENCY has received funds from the World Bank toward the cost of the Additional Financing of Sustainable Rural Water and Sanitation Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include
The the review of detail designs and working drawings, and the supervision of the Rehabilitation of six(6) Small Towns Piped Water Supply Systems, Construction of One New Small Towns Piped System and and Two (2) Limited Mechanised water supply systems (9no facilities in all) in the Northern Region.
The expected duration of the services is ten (10) calendar months for construction supervision and (12) calendar months maintenance liability period. The services contract is expected to be awarded by 14th May 2018.

The COMMUNITY WATER AND SANITATION AGENCY now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- General experience of firm
- Experience of firm in similar assignment and
- Technical and managerial capacity
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and Guidelines on Preventing and Combating Fraud and Corruption in Projects financed by IBRD Loans and IDA Credits and Grants’, dated October 15, 2006, revised in January 2011.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost based Selection (QCBS) method set out in the Procurement Regulations.
